Emission Monitoring for Waste Incineration Plants

Overview

Waste incineration is arguably the most demanding compliance duty in environmental monitoring, because the emission limit is set for a continuous monitoring system rather than a periodic test, and because dioxins and furans — among the most toxic substances measured in routine environmental work — must be determined alongside the conventional pollutants.

The compliance picture

Emissions are assessed against a named method, not against a concentration in isolation. The table below lists the parameters this sector is regulated on, the methods that apply, and what each method actually determines.

Parameter Method / standard What it determines
Continuous emission monitoring HJ/T 75-2017 · HJ 75-2007 CEMS with data validity requirements, not periodic sampling
Particulate matter GB/T 16157-1996 · HJ/T 48-1999 Isokinetic gravimetric as the reference against CEMS
Dioxins and furans GB 16445-2014 · HJ/T 295-2009 Combined sampling with subsequent high-resolution analysis
Heavy metals HJ 700-2014 class Particulate-bound metals requiring digestion
Acid gases SO₂ / NOₓ / HCl / HF HJ 1131-2020 · HJ 1132-2020 Constant-potential electrolysis
Low-concentration particulate DB37/T 2537-2014 For plants with a stringent particulate limit
Unattended particulate HJ/T 397-2007 Continuous beta-ray or equivalent, with a valid data rate requirement

Recommended instrument set

The following combination covers routine compliance testing, screening ahead of a full test, and the reference data a defensible submission needs. Every model is configurable at order — state your range, gas and output protocol and the configuration will be confirmed in the quotation.

Common challenges in this sector

The problems below come up repeatedly in enquiries from this sector. They are engineering constraints, not sales objections, and the right answer is to specify around them rather than discover them on site.

The limit is continuous, so periodic testing cannot demonstrate compliance

A CEMS with a valid data rate is the primary instrument; a reference stack test is what calibrates and validates it. Specify both. The 3012H-D at a 1 mg/m³ lower testing limit exists because the standard configuration cannot measure the concentrations a tight incinerator limit produces.

Dioxin sampling is sampling-limited, not analysis-limited

The mass you can recover is set by the volume you can draw cleanly. An unreliable flow figure, a leak in the train or a filter that was not weighed to the required resolution destroys the result before analysis begins. Use the 3030B with its dedicated sampling train and document the flow at every stage.

Moisture is not a housekeeping parameter — the corrections depend on it

Stack gas measurements are reported dry or wet depending on the method, and the two differ by enough to fail a limit. Measure moisture in the same run using the 1062C or 1062E rather than borrowing a value from a previous test.

Data availability is a compliance requirement in its own right

The regulator assesses not just the concentration but the percentage of valid data. An instrument that drifts, needs frequent manual zeroing or loses its data link will fail on availability even when the numbers are compliant. Specify automatic fault detection and data storage capacity.

Documents to have ready

Having the applicable documents in hand before the enquiry shortens the quotation cycle and avoids specifying an instrument against the wrong method. These are the references most frequently requested in this sector.
